I'm working with a client's IT department on issues with the hosts file not working. It looks like they cleared out all users and roles on the Security tab in Properties and just put one role called Domain Admins (or I might not have permission to see all users/roles?) - see screenshot.

We're trying to figure out why the hosts file isn't doing it's job... there are some bindings in IIS that are not working and the main site has two servers in a load balancer, and we aren't seeing the site we are remoted into. Both issues seem to point to an issue with the hosts file, but I've verified that it's the same across both servers.
So, I'm wondering, does the hosts file need any system user or role to have read or write access? I assume some account needs to be able to read it. I don't know exactly what users and roles are contained within Domain Admins; I went to the local users and groups (iusrmgr) and I don't see that group there at all. I might be lacking permissions to see everything.
