tldr; I need to connect two PCIe 4x cards to one PCIe 16x slot keeping full (4x) speed. Is there really no such (active) riser?

I have uATX Z170 mobo in my home server. PCIe slot is currently occupied by 4-port Intel NIC, serving my switching needs. I'd like to add another controller to double the ports but while in theory it's easy with some PLX switching, I am not able to find such device. Those mining splitters available everywhere are probably not good enough for network switching and I seriously doubt the board would be able to utilize passive splitter via bifurcation (though I didn't try that, lacking even the passive splitter). Those controllers are low profile and uATX cases have two rooms intended for GPUs sitting in that one slot, it almost seems perfect and it drives me crazy to know it's theoretically possible. Any ideas?
