Create a private, password-protected ssh key file for google cloud console

Create a public SSH key from the private key?How do I tell Git for Windows where to find my private RSA key?Simple SSH public/private key questionhow do you create an ssh key for another user?SSH - Putty Private Key and PassphraseSSH key rejected by google compute engine instanceUnable to SSH Google Cloud Engine instance through gcloud & Putty from Windows 10What significance does the user/host at the end of an SSH public key file hold?Download public & private keys from Google Cloud InstanceGoogle Cloud Services - unable to SSH into instance at all

Recreation:

  1. Create a new Google Cloud Compute instance

  2. Use Putty key-gen to create a public and password-protected private key.

  3. cd to /home/user/.ssh and copy the public key into authorized_keys

  4. Create a new file "id_rsa" and paste the contents of the .ppk file generated by Putty

  5. Recursively chown the.ssh file located in my home directory to my username and set the chmod to 600 on both files in the .ssh/ file

  6. Edit /etc/ssh/sshd_config and edit PasswordAuthentication to no

  7. Restart the ssh and sshd services

When I connect using the .ppk file it returns "Connection timed out". I can connect via the Google Cloud SDK, the web terminal, and Putty. I was able to save the gcloud sdk session in putty by right clicking on the terminal title and save the session from the "edit settings selection".

Question:

How do I get my Gcloud VM instance to use and accept my generated private key file? I would prefer the extra security of a passworded encrypted key. Do I have to put my username in there somewhere? What am I missing here? This works on all my other instances.
