certutil -urlcache * delete
While in some cases, they mention that to actually wipe what's in memory, and not just the disk cache, to use the following:
certutil -setreg chainChainCacheResyncFiletime @now
, but this comes back indicating there's not enough arguments:

Expected at least 2 args, received 1

Event cert util's help for -setreg explicitly mentions to use this!

Side note: I'm writing some C# code to attempt validating certs offline. I want to make sure that the cert will not validate if the CRL is not cached locally, but it seems that it DOES validate succesfully after running certutil -urlcache * delete
. So, this question will give some background.
