Here's one way
awk '{for(a=2;a<=NF;a++){printf "%s %s%cn",$1,$a,a==NF ? "" : ";"}}' File.txt >File_2_Columns.txt

awk '{for(a=2;a<=NF;){printf"%s%cn",$1" "$a,a++-NF?";":""}}' File.txt >File_2_Columns.txt
